Conley's petition calls for the deployment of California Highway Patrol officers and Solano County sheriff's deputies to supplement the overworked Vallejo Police Department and deter criminal activity. While acknowledging the request, Governor Newsom stressed the responsibility of local authorities to address police staffing shortages, stating the state's role is to support, not replace, local law enforcement.

CHP Deputy Commissioner Ezery Beauchamp confirmed ongoing assistance to Vallejo police since July, resulting in numerous traffic stops and arrests. He further affirmed CHP's commitment to collaborating with local law enforcement to combat illegal street racing and sideshows. Newsom highlighted existing state support for Vallejo, including recent legislation allowing retired Solano County sheriff's deputies to return to active duty.

Currently operating with only 75 officers out of 129 authorized positions, the Vallejo Police Department faces significant staffing challenges. City Manager Andrew Murray affirmed the city's awareness of the petition and its commitment to addressing public safety concerns. He also mentioned ongoing dialogue with state and regional agencies for law enforcement support.

The Solano County Sheriff's Office is also involved in assisting Vallejo police, responding to calls and developing a service proposal for further collaboration. Local residents have expressed concerns about the impact of the police shortage on their quality of life, citing open drug use and prostitution. One resident compared Vallejo unfavorably to San Francisco in terms of safety, despite the latter city's reputation for crime.

Vallejo declared a police staffing emergency in July, empowering officials to seek assistance from other agencies. While acknowledging progress in addressing staffing levels, city officials recognize the need for continued efforts. The governor's office reiterated CHP's ongoing presence and collaboration with Vallejo stakeholders to ensure community safety. CHP confirmed its commitment to providing support and has advised local units to assist Vallejo police whenever possible.
