Johnson's leadership will be immediately tested by the upcoming 100-day sprint of the new administration.
The narrow margin presents significant challenges, especially with the impending departure of two House Republicans, Elise Stefanik and Mike Waltz, to join the Trump administration. This will further shrink the GOP's majority, requiring absolute unity for party-line votes. Special elections are scheduled to fill these vacancies, adding another layer of complexity to Johnson's already full plate.
A key focus for the GOP is passing two substantial conservative policy and spending packages through the reconciliation process, which requires only a simple Senate majority. However, achieving this with such a slim margin will be a difficult feat, requiring exceptional intra-party coordination. Marc Short, former director of legislative affairs during the first Trump administration, expressed concerns about the feasibility of accomplishing these ambitious goals given the tight margins and multiple competing priorities.
Beyond reconciliation, Johnson must also contend with looming fiscal deadlines. Congress faces a March 14 deadline to finalize FY 2025 government funding or risk a partial shutdown. Another funding deadline follows on September 30. Furthermore, the debt ceiling suspension expires in January 2025, necessitating another politically charged negotiation to avoid a national default. The Treasury Department's projected ability to manage through mid-June with extraordinary measures adds a time constraint to this already complex issue.
These numerous challenges – a slim majority, ambitious legislative goals, and crucial fiscal deadlines – will undoubtedly test Speaker Johnson’s leadership and the Republican party's ability to navigate a demanding political landscape in the coming year.
