Shapley, who oversaw the investigation, asserted that inquiries related to President Biden were restricted, specific names were excluded from search warrants, and key felony charges were ultimately omitted from the plea deal.
Shapley's allegations align with his prior testimony to the House Ways and Means Committee, where he detailed how prosecutors allegedly steered investigators away from questions involving President Biden and chose not to pursue certain search warrants. He reiterated that investigators were prevented from fully exploring leads, stating, "We weren’t allowed to ask questions about ‘dad.’ We weren’t allowed to ask about ‘the big guy.’"

Shapley emphasized that the investigative team sought to conduct a thorough investigation, but faced unprecedented obstacles. He highlighted the frustration of being prevented from pursuing all avenues of inquiry, which he believes obscured the full scope of potential wrongdoing. Specifically, Shapley contends that more serious charges, including tax evasion related to unreported income from Burisma Holdings in 2014, should have been pursued.

Furthermore, Shapley alleged that U.S. Attorney David Weiss, who led the investigation, expressed his own limitations in making charging decisions. Shapley claimed Weiss sought to bring charges against Hunter Biden in Washington D.C. in 2022, but was allegedly blocked by the U.S. Attorney for that district. He also raised concerns about the handling of potential evidence in a storage unit, suggesting that premature notification of Hunter Biden's legal team compromised the investigation's integrity.

The timing of investigative actions, particularly regarding search warrants, also raised concerns for Shapley. He suggested that these actions were deliberately delayed as the 2020 presidential election approached. The Justice Department has denied any allegations of improper interference in the Hunter Biden investigation.
